Commissioner Bele was the Chief Officer of the Commission on Political Traitors on his home planet of Cheron. Like most of the population of his planet, he was white on his left side and black on his right side. He, like many of his people, held a deep prejudice against people with their colors on the opposite sides. It was this bigotry, rather than Lokai's crime of beginning a revolutionm which drove him to pursue Lokai across the Milky Way for thousands of years -- beginning in 49,000 BCE.
He used a personal force field that blocked both energy weapons and any unwanted contact with physical objects. He wielded an electrical charge that could be used as a weapon. Furthermore, Bele had tremendous psionic abilities that he was able to use to take control of the USS Enterprise (NCC-1701) in 3268 CE.
Aboard the Enterprise, he returned to his home planet -- only to discover that in his absence, the racial tensions had destroyed the population. He and Lokai were the last survivors of their species. Despite Captain James T. Kirk's offer to live in the United Federation of Planets, Bele pursued Lokai down to the surface of the planet. Neither was ever heard from again.
